The U.S. Census Bureau's American Community Survey asks when each housing unit's structure was built. For the City of Buffalo, the 2020-2024 five-year estimates put about 61 percent of housing units in buildings completed in 1939 or earlier - roughly 83,000 of about 137,000 units. Another 7 to 8 percent date to the 1940s and about 12 percent to the 1950s. Fewer than 5 percent were built after 2000. For comparison, the pre-1940 share for Erie County as a whole is roughly 29 percent, which tells you how concentrated the old stock is inside the city line.
This is the housing that the city's population peak produced. Buffalo grew fast on grain, steel and the Erie Canal, filled its grid with doubles, cottages and foursquares, and then stopped building when the population began falling after 1950. The result is a city where the typical house is over 85 years old, and where the electrical system inside it is whatever succession of owners and electricians chose to do over those decades.
Knob-and-tube wiring was the dominant residential method from the 1880s into the 1930s: individual copper conductors, insulated with rubber and cloth, supported on ceramic knobs and run through ceramic tubes where they pass through framing. It has no ground conductor, and it was designed to shed heat into open air. Nearly a century later the rubber insulation is typically brittle, splices were made in the open rather than in boxes, and later owners have extended circuits from it with modern cable, buried it under attic insulation, and hung ceiling fans and window air conditioners on lines sized for a few light bulbs.
The panel that fed those circuits was a fuse box, often at 30 or 60 amps. Many Buffalo houses still have one, sometimes behind a newer breaker panel that was added for the kitchen without retiring the original. Fuse panels are not inherently unsafe, but they are almost always undersized for a modern household, and the ease of screwing a 30-amp fuse into a 15-amp circuit means many of them are silently overfused today. Two-prong receptacles, ungrounded three-prong replacements, and a grounding system that consists of a clamp on a water pipe complete the picture.
While the city's stock was aging, the suburbs were being built, and one construction window carries a specific hazard. Between roughly 1965 and 1973, when copper prices rose sharply, builders across the country installed aluminum wire for ordinary 15- and 20-amp branch circuits. The U.S. Consumer Product Safety Commission's publication 'Repairing Aluminum Wiring' states that homes built before 1965 are unlikely to have aluminum branch-circuit wiring, that homes built between 1965 and the mid-1970s are the ones most likely to, and that homes wired with aluminum wire manufactured before 1972 are 55 times more likely to have one or more connections reach 'Fire Hazard Conditions' than homes wired with copper.
The failures happen at terminations. Aluminum expands and contracts more than copper, it creeps under the pressure of a screw terminal, and its oxide is a poor conductor - so connections loosen, resistance rises and the device overheats. The CPSC identifies complete replacement with copper as the most effective remedy and the COPALUM crimp connector as a proven permanent repair, with AlumiConn set-screw connectors as an alternative. Twist-on connectors, antioxidant paste alone and CO/ALR devices are not considered permanent fixes.
Locally, the ACS year-built numbers show where that window lands. In Cheektowaga, roughly 24 percent of housing units were built in the 1960s and 14 percent in the 1970s. In Depew the 1960s share is about 32 percent. West Seneca is near 20 percent for the 1960s and 16 percent for the 1970s; Amherst is 17 to 18 percent for each decade. Not every house from those years has aluminum wiring, but every house from those years should be checked.
Buffalo sits at the eastern end of Lake Erie, and cold air crossing the open lake in late fall and early winter produces the lake-effect snow bands the region is known for. The National Weather Service Buffalo office's seasonal snowfall record, kept since the 1940-41 season, runs from 36.7 inches in 2011-12 to 199.4 inches in 1976-77 - a range that shows how much one season can differ from the next.
What matters for a home's electrical system is less the snow than the wind and weight that come with it. NWS Buffalo's summary of the 2022-23 winter describes the December 23-25, 2022 storm as 37 consecutive hours of blizzard conditions in the Buffalo area, with winds gusting over 70 mph, near four feet of snow, wind chills below minus 20, and numerous power outages across Western New York; the storm claimed nearly four dozen lives. That season's total of 133.6 inches was the fifth snowiest on record.
High winds bring limbs onto service drops and tear masts off houses, and heavy wet snow loads lines. When the power fails in those conditions, a gas furnace cannot run its blower or ignition, a sump pump stops, and a house begins cooling toward freezing. That is the local reason standby generators and properly installed transfer switches are a year-round part of residential electrical work here, and it is also why storm-damaged service masts and entrance cables are among the most common genuine emergency repairs.
Electrical work in Buffalo and its suburbs falls under the New York State Uniform Fire Prevention and Building Code, which is enforced locally by each city, town and village. The City of Buffalo's building code page states that the 2025 Uniform Code took effect on December 31, 2025, and that electrical work is regulated by Chapter 27 of the Building Code of New York State and the 2023 National Electrical Code. Permits issued on or after that date must conform to the 2023 NEC; the previous 2020 Uniform Code had referenced the 2017 NEC, itself effective for permits issued on or after May 12, 2020.
In practice this means new and replaced services need an exterior emergency disconnect, most living-area circuits need arc-fault protection, kitchens, baths, basements, garages and exteriors need ground-fault protection, EV charger circuits need GFCI protection, and grounding and bonding must meet current rules even when the rest of the house is a century old. Permitted electrical work in New York is inspected by an approved electrical inspection agency on behalf of the municipality, and the utility generally requires that inspection's sign-off before reconnecting a new service.
New York is pushing homes toward electric heat and transportation, and the programs behind that push increasingly reach the panel. NYSERDA's EmPower+ program, for low- and moderate-income households, offers no-cost energy assessments and funding for upgrades that include air sealing, insulation, heat pumps, heat pump water heaters, panel box upgrades and electrical wiring upgrades, alongside Home Electrification and Appliance Rebates. The NYS Clean Heat program, delivered through National Grid to its Upstate New York electric customers, offers incentives on air-source, mini-split, ground-source and air-to-water heat pumps and heat pump water heaters, with higher tiers for residents of state-designated disadvantaged communities.
For EV charging, NYSERDA's Charge Ready NY 2.0 rebate currently targets Level 2 charging at workplaces, multifamily properties and hotels rather than single-family homes; homeowners should check NYSERDA and National Grid for current residential options. Program terms change and we do not administer any of them. The practical point is that a heat pump or a charger is a large new electrical load, and a 60- or 100-amp service in a pre-war house is frequently the first thing that has to change before the incentivized equipment can be installed.
Put the pieces together - the oldest housing stock of any large American city, a suburban ring built in the aluminum-wiring years, a winter climate that takes down power lines, a current code that expects modern protection in old walls, and a state actively adding electric load to houses - and you have the reasons residential electrical work in Buffalo is its own specialty.
